No. 14.
Sir,
Encloure 2.
Governor House,
Hongkong.
16th May,
1922.
466
I have the honour to forward a copy of a
telegram which has been received from the associated Chambers of Commerce at Canton with reference to the banishment of Chan Ping-shang.
2.
The Associated Chambers refer to the action
of this Government as constituting a breach of the agreement made on the 5th March with the Seamen: and I shall be glad therefore if you will bring to their notice the exact wording of the undertaking by this Government with regard to banishment which is given at page 4 of the enclosed print.
3.
The fact that Chan Ping-shang is, or was, an officer of the Seamen's Union has nothing whatever to do with his banishment, which has been decided upon solely on the ground that he is a confessed murderer, convicted also of a murderous attack upon a Police Officer. This Government has found it necessary, in the interests of peace and good order, to refuse the hospitality of the Colony to criminals of this type: and it regrets that it is unable to accede to the request of the Associated Chambers that than Ping-shang should be allowed to remain here.
His Britannic Majesty's Consul-General,
CANTON.
I have etc.,
